Speech given by Jean-Marc Chouinard, Vice President Strategy and Partnerships at the Lucie and André Chagnon Foundation, during the conference of Philanthropic Foundations Canada (PFC). This year's theme was Philanthropy, communities and governments.

The Chagnon Foundation chose to partner directly with the Government of Quebec to bring about systemic change to families and children living in poverty. Jean-Marc Chouinard shares some challenges encountered, lessons learned, and impacts from this decade-long philanthropic-public partnership.
